The Galactic Xithri Authority (commonly referred to as the Authority by its subjects) is an interstellar empire. It is an Imperial state ruled by a hereditary absolute monarchy, with its High Executor serving as both head of state and head of government.

Its capital world is Xithria Prime, an ocean planet that also serves as the seat of the Authority's government.

History

The Xithri species evolved basic sapience several million years ago on what is now known as Xithria Prime, around the same time as the Foofies. Using their superior intellect and natural aptitude for tool use and experimentation, the Xithri were able to develop weapons and technologies that would enable Xithri tribes to rapidly take over and enslave vast populations of Foofies, who were vastly disorganized despite their natural physical strength. The Foofies were put to work doing hard labor the Xithri were not physically predisposed to, like manual agriculture and early mining for basic metals. Technological progress was more or less consistent with other known species in the galaxy, and by around the start of the 1800s the planet, then known as Xithria, was largely unified under a rapidly industrializing state known as the Global Authority of Xithria. By the late 2100s, Xithri scientists discovered the existence of the hyperlane network, and the first Xithri ships took to the stars, with the Global Authority of Xithria being officially reformed into the Galactic Xithri Authority.

Government

Structure

The government of the Galactic Xithri Authority is headed by the High Executor, an absolute monarch who oversees the day-to-day high-level operations of the Authority. The High Executor's heir apparent holds the title of Chief Executor. The Chief Executor is educated in all manners of statecraft, economics, planetary governance, and interstellar diplomacy to ensure that the Authority's leader is always the most capable individual the society has to offer. A council of imperial advisors reports directly to the High Executor and Chief Executor, informing them of the goings on of the Authority from its fringe colonies to its core sectors to its war fronts.

Ideology

The Galactic Xithri Authority is a rabidly authoritarian and militaristic state, with the state ideology revolving around the idea of creating a perfectly functioning system of governance. The Xithri believe that their system of governance is the most perfect one in the galaxy and that it is their righteous duty to enforce this form of governance on the "savage" species. All alien races that come into the Authority's possession end up being enslaved and put to work reforging society in the Authority's image.

Xeno Integration Policy

Alien species that are either colonized or conquered by the Authority are subjugated and put through an integration process that will turn them into the Authority's property. Newly conquered planets first have the Authority's law enforced through martial law, with Foofie shock troops and military garrisons being shipped in from off-world to patrol the streets and enforce compliance.

Once initial resistance has been crushed, the reorganization of resources takes place: the planet's populations are relocated into more efficient living spaces and housing is distributed based on the population's needs to ensure everyone is provided adequate shelter.

Next, the planet is made self-sufficient in terms of food production, with food distribution networks being reworked to supply everyone on the planet with standardized ration packages that ensure every member of the population is provided an adequate amount of nutrients. Should the planet go through a food shortage or simply not have the production to handle this process equitably, the Authority will ship surplus food material from off-world as a stop-gap while the planet's agricultural and protein industries are reorganized and expanded.

After this reorganization of society, full integration into the Authority can begin, with everyone in society being issued a function and assigned work quotas. Individuals who excel in certain fields are typically given functions that complement their natural skills, and despite every slave not possessing any political or financial rights, one may be granted greater amenities or privileges based on their fulfillment of quotas and ability to complete assigned tasks promptly and efficiently.

Depending on the culture and physiology of the species involved, the Authority uses different incentives to encourage collaboration and compliance. For example, humans from the planet Sol III have proven to be somewhat individualistic, selfish, and often driven by baser instincts, and are thus controlled via a complex system of reward incentives that grants humans power over other humans in exchange for valuable information of overfulfillment of quotas.

Several years after the completion of this integration, planets are given a permanent place in one of the sectors and become proper parts of the Galactic Xithri Authority.
